Images imported into Starcraft 2 maps can be in TGA or DDS format.
The Compressonator is a standalone program able to convert images into multiple formats, including TGA and DDS. http://developer.amd.com/gpu/compressonator/Pages/default.aspx
When saving TGA images, click the "Options" button and uncheck RLE compression.
